2K Games have released the required and recommended specifications you'll be needing if you want to play BioShock 2 on your PC. They have also detailed the DRM included which will require an internet connection.
Read and digest and hope your computer can run it, it is worth saying that sometimes you can get away with a little less than what is specified however, one thing which isn't mentioned is that Pixel Shader 3.0 will be required.
